JAC Planning provided environmental services
in connection with the Village’s review of the Environmental Assessment
Report prepared in connection with the Manhasset Glen II Project
prepared by Land Use Ecological Services, Inc. A 10-lot subdivision for
single-family homes was the proposed action; however, the property lies
in two adjoining municipalities. JAC Planning prepared several review
reports identifying environmental concerns and issues regarding the
wetland restoration proposal as part of the proposed action that was
lying within the Village of Plandome Manor (approximately 7 acres).
Additionally, one of the concerns of Plandome Manor
was making sure that the project conformed to the new federal Phase II
requirements for stormwater management and provisions required by the
New York State Department of Environmental Conservation (NYSDEC), which
is the state agency responsible for monitoring, permitting and
compliance issues. JAC Planning Corp. staff had several conversations
with representatives of the NYSDEC to coordinate the specific
requirements and the responsibility of the various parties involved;
e.g. village, applicant, the applicant’s consultants, etc. regarding
whom is responsible for submitting the various forms and
certifications. We provided Plandome Manor with a detailed memorandum
outlining our findings and suggested steps for compliance with Phase II
requirements.
