DESCRIPTION:

The project provides for the preparation of an Expanded Project Proposal (EPP) with preliminary design of 6.4 miles of CR 16, Horseblock Road, in the Town of Brookhaven from the vicinity of CR 83, Patchogue-Mt. Sinai Road to the vicinity of CR 21, Yaphank Avenue.  Based on current levels of congestion, the two-lane minor arterial is not adequate to serve increasing volumes generated by the development of lands adjacent to CR 16, Horseblock Road.  The scope of work to be performed includes the completion of the EPP, survey and, preliminary highway and bridge design.

 

JAC Planning’s segments of the scope of work are:

bulletAssisting in data collection tasks, including additional O & D surveys, if required to supplement existing data from the Southern State Parkway and other corridors.
bulletData analysis of any O & D surveys, including preparation of cross-tabulations, matrix tables, graphics, etc.
bulletExisting and future years’ transportation characteristics.
bulletCommunity characteristics, population, employment and land use patterns.
bulletAssistance in the development of implementation strategies of ITS on Long Island, including public education and community relations programs to explain the various technologies and proposal of pilot projects.
bulletAssisting SCDPW in the Community Participation Program by developing and maintaining a list of all contacts, preparation of a project brochure on various aspects of the program and, as requested by the SCDPW, development of hearing presentation materials, hand-outs, and other public information materials, meeting location arrangements and disseminating all significant mailing pieces and notices.
